Hello, Kaye and others,

I'm now catching up on emails and found the exchange below regarding evaluations of NWLP programs. A few comments:

-- Yes, the ERIC Clearinghouse at Ohio State University (mentioned by David Rosen and Jim Parker) has/had an archive of the evaluations of the NWLP programs. This archive was reviewed by a national panel of experts to identify some particularly useful evaluation reports. I'm not sure whether this valuable material is still accessible.

-- The "Voices from the Field" report is a good summary of a two-day meeting of NWLP project representatives. Participants had a chance to identify recommendations for improving the NWLP projects. This discussion led to some changes in NWLP policy. (Laura Sperazi and I were the authors of that report.)

-- When NIFL was first launched, the Institute funded Laura Sperazi and me to do a series of documents on workplace education evaluation. These included (a) a series of case studies of workplace education programs which used a "team" approach to evaluate program activities (a multistakeholder team planned and carried out an evaluation of program activities); (b) a handbook on the team evaluation methodology which we developed, and (c) a literature review about approaches and issues related to workplace education evaluation.

Given the continued importance of educating the U.S. workforce, it would be great if policy makers and practitioners take the time to learn from past experience as they consider how to build effective workforce learning systems in the U.S.

As one of the early grantees, I must say we learned a lot, but workplace
