Along with the wonderful work that Amy Trawick and committee did on the EFF standard Reading With Understanding, you might want to research a method by the name of Reading Recovery. Although this method was developed with very young readers in mind, it can be adapted for older, beginning readers. The focus is on learning the strategies/tools that all good readers use to make sense of text and comprehend what they are reading. I don't have a web site.
