Hello George,
You can find the Standards on-line in a variety of places including 
http://eff.cls.utk.edu/fundamentals/16_standards.htm

What have been called the "Components of Performance" are the components of 
the standard, i.e. the bullets under the name of the standard. But you may 
have been thinking of the  level indicators for the performance continua 
for the standards. These can be found from 
http://eff.cls.utk.edu/assessment/arc_library.htm
